Unfortunately the Ordinance fails to specifically mention the use of troops as a reason, but it does defend the rights of "Southern slaveholding States, even if briefly!

"... and the Federal Government having perverted said powers, not only to the injury of the people of Virginia, but to the oppression of the Southern slaveholding States."
