8. Since hospitals are ordering directly from suppliers, how does FEMA know?

Have suppliers been ordered by Trump to let FEMA know which ones are going to Democratic states so FEMA can swoop in and take them? And what is FEMA doing with all these supplies if governors re to get their own? Trump’s back channel black market?
