2. I think a lot of that has to do with the area equity rule.

Places like Everett and the Eastside of King County were worried about their tax money subsidizing Seattle.

In response five sub areas were created those being Snohomish County, Seattle/North King County, East King County, South King County and Pierce County. Tax money raised in each sub area is to be spent on projects in that sub area.

I think the Snohomish County sub area is the smallest of the five and as such doesn't have as large of a tax base.

16 years from now I'll be 80. Don't know if I'll be using the extension or not.
