4. How could anyone be surprised by the accusation?

Here in Wisconsin, when Walker violates campaign finance laws, we call it a "weekday".
The system is heavily rigged to favor the massive movement of money into politics and he still has to cheat.
All the John Doe investigations are around campaign financing violations, mostly from out of state big time financiers.
The Appellate Court Judge who ordered the JD stopped and the gathered evidence destroyed, has deep ties to out of state big time campaign financiers.
I've heard jokes Scotty's old wallet was named "Wisconsin Club for Graft", I guess we can name his new wallet "Our America (at) Retail".

We don't see Quid Pro Quo, we have Quid Pro Wahoooooo.
