You get all the responsibility with none of the authority and you are simply a placeholder until their friend from the golf course gets the job. I am a headhunter - I have seen this about a million times.

Tell management that if you are good enough to do the job they need to give you the job and that you are unwilling to accept the interim position because, again,you will have all the responsibility and none of the authority, and it is a losing proposition.

Many of the best candidates I've moved have come to me because they were ask to be an interim, they were lied to about the potential that they would be given the job, and when the unqualified consultant or friend of an executive was hired, they realized they needed to move on.
