3. Easy. Both Baldwin & Obama were elected in a statewide vote.

State Senators & Assemblycritters were elected from gerrymandered districts. A majority of the votes cast for state offices were for Democrats, but the Dem votes were sorta "caged"; the Dems who won did so by overwhelming majorities, while the Republicans were elected by closer votes. That's how gerrymandering works.
