Harper shocked everyone including party insiders when he agreed to apologize for the residential schools, because although he didn't offer any restitution (naturally), at the time he didn't have anything to gain from it. Now with emergence of Idle No More, FIPPA challenges, and dwindling time before 2015, would another empty apology accomplish anything? His already volatile base will freak out if he loosens the government purse strings now.
