Could have held a position in the last administration. In fiction, though, we see him rise through his chicanery, only to smack back down on the pavement and once again haul out his sausage inna bun tray. Satisfying.

CMOT Dibbler, his name was, for his patter along the lines of "5 for tuppence, and that's cutting me own throat."
