At least two things follow from that:

1. Johnson let a debt of in the region of £200-250 ride past repeated demands, final demands etc. to the point where it ended up in a County Court Judgement that, for any mere mortal, would mean future credit would be difficult to gain, and as you point out, could have ill effects for any future tenants of No. 10.

2. His creditor was so pissed off that it pursued a debt of £200-250 in the County Court against the country's prime minister.

I was threatened with bailiffs at my door during the Poll Tax debacle, largely because of an administrative error I was given absolutely no opportunity to challenge in court. As has been pointed out elsewhere, a sliver of Johnson's living room wallpaper would more than cover the amount owed. If he's lucky, the bailiffs'll strip it from behind the designer sofa.
