Sadly, Spitting Image told more of the truth about Thatcher and Co. than normal commentators. The 1990 Broadcasting Act was a "wonderful" piece of Thatcherite legislation that IMO destroyed ITV. The saving grace is that STV and Grampian didn't get gobbled up into ITV plc and that Scotland has a main independent TV channel serving most of Scotland.

I agree that a lot of "experiments" start off in areas away from the affluent part of the country. There are parts of England who received such treatment.
