Can anyone recommend a good place to build a website? [View all]

I have a friend who wants to build a website and doesn't know who he should go with. He's adept at using Dreamweaver to edit html files, but also wants someone who has templates he can work with. He also may have a lot of traffic, so needs a service that can handle something like that. Any help would be most appreciated! Thanks!
