Does the hard drive activate? Is this a problem every time, or is it intermittent? If it's intermittent, I would also think power supply first. If it's every time you boot, I would look at the BIOS to see if it is recognizing the boot device (the hard drive). If it is recognizing it, and the boot still fails, possibly the boot sector of the hard drive is corrupted. The only fix in that case would be a new drive/re-install.
