1. MD's Dem Bench is Deep

While I would love Jamie Raskin to move up, and he certainly has the profile for it, Maryland's Democratic Bench is pretty deep. Anthony Brown (PG County) and Dutch Ruppersberger (Baltimore County) are also very capable Congresspeople. You also have progressives like Kweisi Mfune and Heather Mizeur in the mix as well. Heather is making a good run to unseat Andy Harris (R-Embarrassment). David Trone in Upper MoCo had the bucks to buy himself the Western MD district, but may not have the goodwill to be Senator for the whole state. You also have a wide-open Governor's race in 2022 with a lot of good candidates. The losers may decide to throw in for Senator in 2024.

On the other side, you have Larry Hogan, Michael Steele, and a whole bunch of crazy. If Harris gets unseated in 2022, expect him to go for the Republican nomination for Senator. Hogan is VERY popular in MD, even with Dems, because of his handling of COVID. A big plus for him is that he's LOATHES TFG. He wants to run for President, but he won't get very far because of that. He may decide to throw his hat in for Senator instead.
