37. It sounds like fraud to me, but I couldn't say for sure.

I'm not a lawyer, so I can only give my opinion. Even if it doesn't rise to meet the legal definition of fraud, it certainly has the risk of appearing to be fraud to the average citizen who may not fully understand what fraud means in the eyes of the law. Sometimes what people call fraud, or what they perceive to fraud (or fraudulent) is merely just their opinion based on watching Perry Mason on TV. Defenders may argue that it was probably just "bad judgement" and not strictly out-and-out "fraud" as it would be viewed by a court. But, as they say, appearances matter, and I can certainly see why Sanderses are eager to keep this information way in the background.
