Hillary is the front-runner. So she clearly has the right to assert that she will be the nominee, especially at this late date.
But the primary is not over yet. So Bernie clearly has the right to criticize his opponent, and use rather harsh terms in doing so. That's politics.
Personally, I wish Bernie would have said "that's a bit presumptuous" instead of saying that "tinge of arrogance" thing. But again, that's politics. What's important is what Bernie says after (or, if) Hillary officially gets the nomination. Words will really matter then.
