In one of the early debates, I heard him make this statement himself. He has had the luxury of being able to make some public votes such as a "no" vote on the IWR (not a vote for or against war, BTW, but against a particular resolution), but did vote in favor of war in Afghanistan, IIRC, and for plenty of military funding.
