That would certainly explain the disastrous decision to distance Al Gore from Bill Clinton.

Sorry, that's one of my hobby horses. It drove me nuts at the time, and whenever I think about Gore's campaign acting as if Clinton was a deeply unpopular president who would drag the Democrats down, I still get miffed.
