They aren't renting there. That would have been a savvy move, if he bought long ago, given that he planned to be in DC a long time.
What it would mean now, is that the condo is likely worth AT LEAST a half million (if it is near Capitol Hill), and real estate taxes would likely be around 1% of the current value, per year. That would account for a chunk of his itemized deductions. And if he has a small mortgage still, there would be some mortgage interest. Both of these would be reported on Schedule A.
Or, if they are now leasing it to a tenant, they would deduct expenses on Schedule E, against rental income, rather than take the deduction on Schedule A (personal deductions).
