More precisely, Human Rights Watch repeatedly focuses on political and civil rights while ignoring social and economic rights. As a result, it routinely judges nations throughout the world in a manner that furthers capitalist values and discredits governments seeking socialist alternatives.

If you want to say that Human Rights Watch ignores "social and economic rights" then fine. However, how does focusing on political and civil rights discredit socialist alternatives? Is the author saying that socialist alternatives by their very nature infringe on political and civil rights?

If not, then his article makes no sense.
