23. I was just explaining why Capriles was being sexist.

It was purposeful because the other side was being bigoted toward him so he had to use "masculino" to prove himself. He recently made a quip that he "had a girl in every port." Really shameful, but to me, it shows a deep insecurity about this issue (I think there is a decent chance he is gay and he's abstaining for the greater good of Venezuela because Venezuelans are too bigoted to elect a gay man).

Chavez did not necessarily support such a move because he had decree powers for years on end, constantly getting the reupped. He could've trivially signed off on them. The reason he didn't use his decree powers to do it is that there would've been reprecussions. When the chavistas were trying to pass a law that mandated that parties vote along party lines (that is, no one in a party could vote against the party), Chavez could've easily pushed it through, but he didn't because the backlash would've been enormous.

Oh, and one last thing, one of Chavez' final decrees (if he was even alive when he "signed" it) was that Maduro be granted decree powers over economic aspects of Venezuela (which is how he "legally" devalued the currency just days after Chavez officially died). If chavista fashion I'm sure he could use those powers to grant equality to all citizens of Venezuela. Just say it has an economic aspect to it (and in many ways equality of genders would).
