and so many other alphabet agencies do - their sole reason for existing.

Think of how many of the corrupt dictators the alphabet NGO's have supported over the past decades who have managed to leave office as millionaires and billionaires. It's a long list. They make the loans, the rulers pocket 99.9% of the money, and the people are on the hook for that money forever, having to sell off the commons, their national resources and people just to pay the interest.
