1. the south's problems

can surely be solved by the south, but only when the leaders learn to "think with their own head" - which historically they have not been wont to do. They think more with their wallet. Of course that has become more and more of a custom in the USA too, but in much of the south the leaders ride on the back of a relatively uneducated electorate which they show considerable reluctance to educate. It is only human capital that makes a country wealthy - though abundant natural resources can certainly make an INDIVIDUAL wealthy. Without more investment in education, the nations of South America and Africa, in particular, will continue to lag behind the developments in "the north".

Of course, we can also debate whether what is happening in the north is really to be considered "progress" . . . a higher standard of living that is unsustainable is not the kind of progress that the south should seek.
