I find it difficult to believe the pic is from Salvador but if you had a link to demonstrate that I'd be more than willing to accept your point. Although it still doesn't negate this one problematic aspect of the point you are trying to make:

People from Bahia Brazil

People from Dilma's cabinet.

Notice anything different?
