That's going on behind closed doors. There are international factors involved, a Cuban would go to prison if they killed two people and it was their fault. The Spaniard admitted he didn't see the time, according to their schedule they were driving around 90 miles an hour across the island, not all that unusual but after ten hours of that people make mistakes.
