It would be a slap to the million or so Bolivians living in Argentina, whose presence was used as an effective political boogeyman by Macri's campaign and its surrogates in the media. And by extension a slap to his country's own indigenous majority as well.

That said, a perfunctory greeting or note of congratulations would have been best. The two countries are neighbors, after all.
