2. It surely looks that way. No one expected to see this from a Democratic President.

It's starting to look, more than ever, the US real foreign policy has always been formed by a "shadow government" and it has never really made any difference if a Democratic person was the current President or not.

So many US Democrats were hoping having a Democrat in the White House would deepen a sense of respect and cooperation with the democracies of Latin America, instead of working to overthrow them and see them replaced with fascists again.

It's looking very ugly, and it doesn't promise to improve.
