This was a hit. The people on the Chavista side who didn't run (normal people run when they hear gunshots) were in on it. At the end of the video you can see what appear to be Chavistas (people wearing red) calmly standing around where the shooting occurred. Normal people don't stand around when people are shooting and throwing rocks, unless they're in on it.
