Eugenio Martínez, journalist specializing in electoral processes, explained why the Minister of Electric Power, Luis Motta Domínguez, did not deposit his ballot in the ticket box. He noted that the reason is that he used a technique called "carousel", used by the ruling party in order to ensure that the bearers of the country's card voted in favor of the PSUV.
Using his Twitter account, he wrote: "Motta Dominguez's story is simple to explain, and this is how the 'carousel' of Chavismo works in some municipalities, which is the way to guarantee that everyone who registers with the country's card votes for the PSUV ".
He said that during the voting process the voter must leave the national identity card in the red dot and then go to the center of the table. Then, at the moment of receiving the voucher of the electoral machine, instead of depositing it in the safe boxes, it is taken to the red point so that the card is returned. When the next voter arrives, he takes the voucher that was left, leaves the country card and repeats the same procedure.
This Sunday was recorded in a transmission of the State channel, Venezolana de Televisión (VTV), to the Minister Luis Motta Domínguez taking the voucher of its exercise to vote.
According to the electoral regulations, this action represents an electoral crime and stipulates sanctions.
In the video you can see how Motta Domínguez poses for the camera as if she were depositing the ballot and then removes the pose keeping the paper without depositing it and then puts it in her pocket.
