1. Lots of countries don't have paper votes.

The lack of a paper trail is meaningless these days. In Venezuela, Chavismo creates votes out of thin air. Hardly anyone goes out to vote and magically, 8 million people show up to vote for more misery. And they have "the paper" to prove it.
