Tons of Venezuelan women working in Medellin and that's over 250 miles from the border. He also may have added a zero, no way the Cucuta sex workers are asking "as low as $33" in a small border town, I believe he meant $3, since the women ask for as low as $10 in Medellin on the street. One of the big tourists attractions in Medellin is the Plaza Botero and the next door Iglesia De La Veracruz which was is one of the oldest churches in Medellín, as it dates back originally to 1682, anyway the women hang out around and next to the church strangely enough for a Catholic country and are not shy to tell you the going rate.
