Since when has it ever seemed logical that victims are the ones who launch attacks?

Something is a little off-key in the wording. Maybe the two "victims" are also responsible for deliberately tempting the offenders to molest, defile, dishonor, terrorize them, and deeply creep them out????

I don't think so.
