They do not expand into markets which lack the demographics needed, in theory, to sustain their model. McDonald's limits franchises, until local populations increase to a point to sustain a new location. Costco goes into markets where any other retailer, including Sam's Club, is free to go, too, if it wishes.
Meanwhile, Costco wins with a model that better serves small business, and works with suppliers on packaging and other efficiencies. And Costco has the highest customer satisfaction rating of any major retailer in America. That's why it's winning against other "wholesale club" retail models.
They pay better because a) the founder / former CEO is a Liberal Dem who believes the success of the company depends on workers, too. And paying better, creates a more loyal workforce. Bravo, Jim Sinegal for leaving a great legacy behind, and enjoy your retirement, as a billionaire.
