3. So there were no classes offered in the unit where he was placed for 2 years? That seems odd.

No way to have a visiting teacher keep him up on his work?

Here in the States we have several ways of earning a high school diploma without finishing at an actual school -- homeschooling, and earning a GED (General Equivalency Diploma). Are similar options available for you?
