6. The modern school was designed to produce obedient factory workers

As such, it is 50 years or so out of date.

Adding the majesty of the LAW to enforce and police this antiquated classroom setup is not going to improve the situation.

Nor will the economic capriciousness of charter schools bring new meaning and purpose to public education.

We need to reformulate and restate the purpose of public education so that the public accepts and supports it.

At that moment of epiphany, there will be no need and no desire for such hands-on regimentation.
