Not just oil and gas, but other arctic resources as well.

If you look at the geography, about half the arctic is Northern European / Canadian and the other half is Russian / U.S.A..

As functioning social democracies the Northern European / Canadian faction will develop these resources in ways that benefit their general population. The Russia / U.S.A. faction will develop these resources in ways that benefit their plutocrats,
