Power on the consumption side always fluctuates, so the industry already has experience dealing with that. And wind power can (and is) "throttled". Wind is a part of the larger grid in which power comes from all manner of sources including hydro, and gas. Energy storage is a useful addition but even without it, sources like wind and solar, which are intermittent, still can provide a significant portion of the total energy usage.
