Total area of oceans in 361,900,000 km2

Volume/Area = 2.9 km3/361.9 km2 = 0.008 km, or 8m

8m converts into 26ft 3in.

Of course, as it inundates coastlines, the area of the ocean increases which may be why they say 20 ft.
