2. If there's one institution that should benefit from EVs, it's the Post Office.

Mail delivery routes are relatively short, predictable, and except in the most rural areas, purely local. I haven't heard of any use of EV's by USPS even here in the TVA area, where electricity is cheap.

I note that UPS has an actual EV strategy; apparently the USPS is forbidden to have one. Maybe after that pension fund is fully pre-funded, they can turn their attention to less urgent structural investments.
