1. I remember reading in the past that it's due to the way we fish

The fishing regulators mandated taking fish with a minimum size requirement and throwing the smaller fish back. Now, nature is doing what it needs to survive by having the smaller fish make it to breeding grounds. After a few generations, the only fish that are produced are going to be smaller. We've essentially forced an evolutionary process on the fish through our fishing practices.
