2. Trapping is a worthless make-work program to appease the locals

An unemployed man gets a job placing the killing devices and the local ranchers think that something good is being done.

However, the coyotes proceed to breed at a faster rate to make up for it. Ranchers are a plague. I don't patronize them with my grocery dollars.
