Pay the friends and business associates who aid and abet your illegal schemes, and screw everyone else. Then after long, drawn out legal battles, file for bankruptcy and then the people you should have been paying all along will get pennies on the dollar, and you and your pals skate away to pull the same scheme on some other unsuspecting people.
Now if that's not straight out of the republican playbook, I don't know what is. And Joe Manchin and his family are right in the thick of the republicans playing the grift. 
But he has a (D) after his name! On paper anyway. Certainly not in practice.
