This probably won't have all that large an impact on final system prices for individuals.

It doesn't substantially change the global supply/demand curve...
They can offshore part of the production and avoid much of the cost (just for those panels exported to the US... or possibly now Germany as well)...

The total impact on unit prices is expected to be in the mid-single-digits... and the panel makes up a smaller and smaller portion of the cost of an installed system. So if you're considering a new system, you haven't missed your opportunity.
