Controlling the feral domestic cat population will be key to this project's success.

Spaying, neutering, and chipping domestic cats is something that should be practiced everywhere. It might be a good idea to establish some kind of federal works program, along the lines of the Civilian Conservation Corps, that trains people how to do that.
