It's going to take a lot of finesse to get the Chinese to take emissions seriously. We're not in the best arguing position ourselves, and playing hardball is sure to backfire. IMO it's going to take a global import carbon tax on Chinese products to make changes happen.

This was the best summary of the current state of affairs I've found.
