3. It's a states rights issue because pollution respects state borders.

Air in Texas stops moving at the Texas border. The water in rivers starts flowing into Texas at the borders. So why on earth would environmental protections be a Federal issue? Huh, you smarty pants, big government liberals... answer me that!
