What these people are doing is much like what the House Rs are doing, they have the power to piss off people who don't see every coyote as a villain. They are sport killing a species that really should be left alone. If the ranching folks want to be free of coyotes, they would do as you suggest but they actually enjoy killing these animals, which only ends up exacerbating their perceived problem. Has nothing to do with protecting livestock in reality, it's just an excuse to go kill something you aren't going to eat and you can do it all year round... and now for cash prizes to get support and participation and publicity.
