2. Money going back to customers is hardly "corporate welfare"

The title isn't much more accurate. It should be "utilities recover customers' money from government that reneged on promise"

The same thing is happening in Germany. Government can't play a shell game and promise something in exchange for a payment... only to take the payment without holding up their end.
