Sounds like a neat idea. I can see how it can be built in a yard and towed offshore, anchored and then a high voltage direct current cable laid to a gathering junction, where a transformer can drive up the voltage and then send it down an undersea cable.

But this tower has to withstand a hurricane, including very large waves. And I imagine it will need maintenance, which will really cost offshore. I don't think a scale model will really be sufficient to judge, they'll eventually have to do a full sale pilot with say six of these, prove the junction, the transformer, and find out how this design survives. I sure hope they use plastic coating
