The Central American country of Costa Rica was for whatever reason left out of this study. At last count since their stated target of carbon neutral in the early 1920's, they are still on target. 95% of the electrical energy is now provided with renewables, and I believe CR is still on target for carbon neutrality in 2022. That puts them in a hand full of elite nations who are walking the walk, with success, on climate change performance.
