4. Liz Birnbaum had been head of the government agency that regulated offshore drilling

One of us, Liz Birnbaum, had for nine months been head of the government agency that regulated the offshore drilling industry when the spill began. We were both horrified to discover that the best efforts of industry and government engineers could not stop the spill for months.


Obviously she wasn't competent to head that agency, or she would have been aware of this risk.

And apparently the person heading it now isn't competent either, because the NAE recommendations haven't been implemented.
